How to go about making a weather system

I have an idea of how to do it, just not the knowledge to do so. What I'd like to do is randomize weather such as rain, snow, or oh wow the sun is out. I was going to use Particle effects to do rain, that's easy enough.

Should I create an object and attach the Particle effect? Perhaps assign a variable to the different weather types and maybe create some sort of conditions during a at random intervals?

Input would be greatly appreciated.

while sunlight, rain and snow should be easily doable with CC standard tools you could also try my "Fog Designer" extension for all sorts of mist and clouds:

some wind system for scene vegetation can also be realized without major difficulties I guess

Side not, any good rain textures the particle system? Everything I do ends up looking like snow.
