Okay, so after being taught how to reorder items in the navigation dropdown menu (thanks!), it seems I can't use the same technique in the documents menu. As I have several pages with anchor links, it's nice to have the one I'm currently working on near the top of the documents menu... But to get it there, I often have to drag items into and out of a folder to reorder them, there isn't the same "right click - move up/down" option there...
