whenever I try to preview in Safari it says it cannot open the file. I am using Catalina OS. Am I doing something wrong.

Catalina prevents the browser from accessing your disk. Report this as bug to apple (it worked fine in all previous MacOS versions), or do this:
Goto
System Preference > Security & Privacy > Privacy > Full Disk Access and add your browser
Then it should work.
