I must be doing something wrong, but I cannot seem to change the attributes in the navigation menu. the font on the tabs will not decrease, the width will not decrease when it is view don a mobile. what am I missing?

The best way is to use the mobile menu - check the "UseMobileMenu" in the property window for the menu, then it switches to another menu which you can manually fill with different ordered items on small screens. You can preview that menu by switching RocketCake to a smaller screen by using the slider on the bottom of the editor page.
