Have you tried fragmotion?
I personally don't use it, but it seems pretty light weight, and it has rigging/animation functionality as far as I know.
You can also try old versions of blender like 2.76, which is the last version that supports xp.

You can use 3ds max 7, 8, 9 versions, they all run perfectly on low end pc.
