Is it possible to have an enemy a that yk is smart enough to know when to block and know when to strike?

You can script a smart AI, I mean create you can put enemy states, generally you can create random states when the player performs an attack the enemy will do random thing like, blocking, getting away, or attacking on player.

Then you can increase or decrease the probability of the randomness, based on the difficultu level, most of the time enemy will block the attack if you increase the probabilty of the randomness for blocking only and so on. It actually depends on how you want your AI to be.

There are many taletned programmers in the community, there is sven,okeoke,samgrady,hadoken, robo and many more, I can't name them all but maybe someone who is interested might see this post and comment on this if he is willing to help you with this.
