Did you check if the file is there? Did you install the SDK correctly?

Whick android sdk platform tools u are using... Try using another sdk version....
That can be a problem...

Download aapt.exe file from link below-

After download then copy aapt.exe to C:/sdks/platform-tools/api/platform-tools/
