Can somebody who actually uses the Steam Achievement system in coppercube explain it to me ?

ccbSteamResetAchievements()
Reset ALL of a user's Steam Achievements ??!!! For EVERY GAME !!??!!!
Doesn't that piss off the user ?

ccbSteamSetAchievement()
Like how ?
Like ccbSteamSetAchievement("Level 8 Achieved"); //Like this ?
or
ccbSteamSetAchievement("Level 8 = Achieved"); //Like this ?

Like how ?

No, it is only for the current game. This is only for development purposes, when you need to test your game.

The parameter to ccbSteamSetAchievement is the ID of your achievement. You can only set it. Unsetting isn't possible, of course, unless you reset all.

Who is the one who define the IDs ?
Is the ID created in Steam ?
How do you create the ID in the first place in order to set it ?

How do you set the ID using the behavior ?
By passing a Boolean ?
Any examples ?

Its usage is not clear. :-(

You create that in Steam, yes. Once you are a steam developer, the steam docs will tell this.
