Hi, how come when I add an image to a 2d overlay in Windows it looks strange like this?

On Macintosh I have never seen this problem.

That seems like a driver bug. Maybe update your 3d drivers?

yeah I guess that might be it. I tested it on a rather old windows xp computer and a sort of old windows 7 computer and it looked strange on both. but on the new windows 10 computer it worked fine.

but why do all the built-in textures look correct though?? maybe there is a special way to export the png files?

That's strange, indeed. It could be that your texture isn't a power-of-two texture, maybe?

yes, you are correct. none of my 1000+ textures were power-of-two. all works well now.
